DSP28035自制板无法烧写，错误501

各位前辈们好：

我设计了一个使用28035的传感器，供电为24v，经过两级标准LM2596-5.0+TPS73033转出3.3v供CPU使用，上电后DSP的3.3引脚电压都为3.29v，1.8引脚电压为1.91v，但在连接仿真器时出现以下报错，且无法烧写，经检查电路连通性没有问题。

目前在尝试从手册上找找原因，我想知道有那些可能的原因会造成这个错误501。
